Why some countries are not eligible to participate in the DV Lottery?
BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, ECUADOR, EL SALVADOR, GUATEMALA, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PERU, PHILIPPINES, POLAND, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM born natives were not eligible to participate in the DV 2011 lottery.
The decision was taken because; these countries had sent more than 50,000 people to the USA within the last 5 year period. As per the greencard lottery program rules, natives of the countries which did sent less than 50,000 people to the USA within the last 5 year period only allowed to submit entries if they meet the required education/work experience.
The US Government uses a unique calculation to calculate and decide which country natives are eligible to participate in the coming DV Lottery and which country natives are not eligible to participate in the next DV Lottery. Each year the list will be announced in the dv lottery instructions.
So if you are a native of the non eligible country you can participate in the DV Lottery. Although there are some exemptions for the participation. Pleas read the DV Lottery instructions for thr fiscal year program.
